The claim that rainwater is pure and free of toxins is obviously false - one only has to think of acid rain to know that pollutants in the atmosphere come back to earth in rainwater. Toxic metals such as lead and mercury are found in the atmosphere as well. I suspect, however, that the amounts in rainwater are probably miniscule compared to the levels in polluted surface waters, so there may be something to the idea that fish raised in rainwater are much safer to eat.

Having said all that, I recently tried tilapia for the first time and I thought it was fantastic.
